Winding down a week of speculation surrounding an alleged shoplifting arrest in Stickney, the Town of Cicero’s Inspector General, Jim Klosak, announced today that Joseph Terrana’s part-time employment with the town has been terminated, permanently. His guilt or innocence on the charges did not determine the outcome of the Town’s decision. Per a release issued by Town Spokesman, Ray Hanania, Klosak's decision was based on his conduct and misuse of his position as a driver as well at his failure to cooperate with the Town’s investigation on the charges. Hanania added that the Town’s decision was based on an investigation independent of the Stickney Police Departments, which has yet to be brought before a judge, and it will not be reversed. Because Terrana is the nephew of Town President Larry Dominick through marriage, he immediately removed himself from the process, directing Klosak to act independently during the investigation. “From the beginning, President Dominick said that Mr. Terrana’s relationship would have no bearing on the outcome of the Town’s own investigation. As I explained to the media, we coordinated fully with Stickney Police but it was clear to us that Mr. Terrana had violated the Town’s Code of Conduct regarding the misuse of a Town Vehicle and resources,” said Town Spokesman Ray Hanania. Reported on Tuesday, January 31, 2012.Town of Cicero employee Joseph Terrana was suspended without pay late Friday night following a shoplifting arrest at the Jewel Food Store, 3945 Harlem Avenue, on Thursday, January 26, by the Stickney Police Department. In an early (Friday) morning release distributed by Cicero Town Spokesman Ray Hanania, he stated, “The Inspector General was working directly with the Stickney Police and that no action had been taken ‘pending’ the investigation.” The disciplinary action against Terrana came down after Cicero’s Inspector General spoke with Investigators from the Stickney Police Department. Reported by The Sun-Times Media Wire, Terrana allegedly was spotted on a store surveillance camera about 6:40 p.m. on Tuesday, January 24, stealing some beer and taking it to a car, which appeared to have Town of Cicero lettering. Terrana took off and wasn't arrested, police said. The article goes on to say that on Thursday, Stickney officers saw what appeared to be the same Town of Cicero car in the Jewel parking lot and at 4:50 p.m., where they witnessed Terrana allegedly wheeling out $149.82 worth of Corona and Negro Modelo. It has also been reported that Terrana is related to Dominick by marriage; his aunt is Elizabeth Dominick. While Cicero Town President Larry Dominick was not directly involved in the investigation “he expects every employee to not only do their jobs but to also conduct themselves in a professional and law-abiding manner, including Mr. Terrana,” Hanania said. Along with his suspension without pay from the Town of Cicero, Terrana is now facing two counts of misdemeanor retail theft.
